Goal 5.5

Ensure women’s full and effective participation and equal opportunities for leadership at all levels of decision-making in political, economic and public life

Justification:

The SEDA project contributes to Target 5.5 by granting a larger quota (70%) to women to attend trainings or events and by encouraging the formation of associative entrepreneurs' groups led mostly by women. The sericulture activity shows high levels of women's participation both in carrying out entrepreneurial activities and in bringing their capacity and knowledge in the field of production.

Indicator 5.5.2

Proportion of women in managerial positions

Justification:

The project particularly supports entrepreneurial capacities from primary production to the elaboration of final products, promoting women's training in the working groups.

Goal 5.B

Enhance the use of enabling technology, in particular information and communications technology, to promote the empowerment of women

Justification:

The SEDA project contributes to Target 5.B through training and technology transfer in the use of appropriate technology for sericulture production and material processing. Further contribution is also being brought through the construction of demonstration centers equipped with adequate technology for sericulture production and the added value for female entrepreneurs groups, as well as updates regarding marketing channels, virtual sales channels and marketing tools.

Goal 5.A

Undertake reforms to give women equal rights to economic resources, as well as access to ownership and control over land and other forms of property, financial services, inheritance and natural resources, in accordance with national laws

Justification:

The EVALÚA project contributes to Target 5.A by promoting the evaluation of public policies aimed at equal rights. In Costa Rica, approval has been recently given to the funding and socialization process to work among peers on the evaluation of the Gender Equality and Equity Plan. The findings provide direction on the improvement of the country programmes in order to close the gaps caused by gender inequality and they were delivered to the implementing institutions with the aim of being included in their work plans, so as to improve the living conditions of women.

Indicator 5.A.2

Number of countries with laws and regulations that guarantee full and equal access to women and men aged 15 years and older to sexual and reproductive health care, information and education

Justification:

The findings report of the evaluation of Equality Policy (PIEG) of Costa Rica, funded by EVALÚA, includes specific recommendations to guarantee access to sexual and reproductive health services, as well as to receive information and education on the subject. With the recommendation to raise the PIEG to law, coming from the same evaluation, EVALUA would have a direct impact on this indicator.

Goal 5.C

Adopt and strengthen sound policies and enforceable legislation for the promotion of gender equality and the empowerment of all women and girls at all levels

Justification:

The EVALÚA project contributes to Target 5.B by encouraging the evaluation of public policies aimed at promoting gender equality and the empowerment of all women and girls at all levels. Tangible results such as the evaluation and reformulation of a new Gender Equality Policy (PIEG in Spanish) in Costa Rica triggered the reorientation and approval of a new law to promote equality in that country. All this, taking into account the female beneficiaries' testimonies gathered in the findings of the evaluation. The findings have served to promote the elaboration of the new 2017-2030 Equality Plan and to adopt measures to guarantee the comprehensive coverage of the female beneficiaries.

Indicator 5.C.1

Proportion of countries with systems to track and make public allocations for gender equality and women’s empowerment

Justification:

As recommended in the evaluation supported by the EVALUA project, to raise the Gender Equality Policy (PIEG) to legal status, Costa Rica is expected to allocate more funds to this task.
