Goal 10.3

Ensure equal opportunity and reduce inequalities of outcome, including by eliminating discriminatory laws, policies and practices and promoting appropriate legislation, policies and action in this regard

Justification:

The DIALOGAS project contributes to Target 10.3 through the promotion of public policies that are committed to the incorporation of transversal and socio-emotional skills into educational and technical vocational training curricula. The lack of these skills in the most vulnerable population makes it difficult for them to enter and/or remain in the education and labour system, which is why their promotion allows to increase equal opportunities for this population.

Goal 10.7

Facilitate orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed migration policies

Justification:

The DIALOGAS project contributes to Target 10.7 by making available a catalogue of regional competencies that allows for the rapid and adequate identification of those migrants who can perform jobs according to the needs of the countries to which they migrate, in order to unify the requirements so that the migrant technical population can directly enter the labour system.

Goal 10.2

By 2030, empower and promote the social, economic and political inclusion of all, irrespective of age, sex, disability, race, ethnicity, origin, religion or economic or other status

Justification:

The EVALÚA project contributes to Target 10.2 by promoting the evaluation of public policies aimed at the social, economic and political inclusion of all people. In the case of Ecuador, we will support the evaluation of the reconstruction plan after the 2016 earthquake, and we will take the opportunity to cooperate with the European "Bridging the Gap" project, which will provide us with a disability specialist to accompany the evaluation from a disability perspective. This represents a change and a step forward; suddenly, people with disabilities are in the focus of reconstruction policies and risk prevention policies.

Justification:

The EVALÚA project contributes to Target 10.3 by promoting the evaluation of public policies aimed at guaranteeing equal opportunities and reducing inequality in outcomes. In Ecuador, the evaluation's objective is to confirm whether the reconstruction of buildings is being carried out in a manner that is accessible to all, in addition to gathering information in two of the country's departments that were most affected by the earthquake. It is a way of providing information based on data that does not exist currently on the number of disabled persons in these departments, on their specific needs, on whether they are females or males, on their age, etc.

Indicator 10.3.1

Proportion of the population reporting having personally felt discriminated against or harassed within the previous 12 months on the basis of a ground of discrimination prohibited under international human rights law

Justification:

EVALÚA is having this impact via the improvement of public policies through inclusive evaluation processes. To date, the project has introduced specific inclusion standards for people with disabilities (evaluation of the Post-Earthquake Reconstruction Plan in Ecuador), making gender components (not binary) transversal in all our evaluations.
