Strengthening the effectiveness of programs aimed to overcome poverty and improve education, through the inclusion and evaluation of transversal and socio-emotional skills.
- Officials and professionals of the institutions that make up the Regional Table for Technical Cooperation on Transversal and Socio-Emotional Competences (MESACTS).
- Officials and employees of the ministries and public bodies that manage the institutional programmes that promote transversal and socio-emotional competences.
- Primary and secondary education students, young people and adults who are the beneficiaries of the guidance and skills training systems and vulnerable populations who are the beneficiaries of poverty reduction programmes in the countries involved in the project.

The EUROsociAL Programme is at the origin of the project. An action on transversal and socio-emotional skills within the EUROsociAL II (2015) framework later resulted in the signing of a Framework Document (2016) which enabled the creation of an articulating entity in the matter: the "Mesa Regional de Cooperación Técnica sobre Competencias Transversales y Socioemocionales (MESACTS)" -i.e. Regional Table for Technical Cooperation on Transversal and Socio-Emotional Competences-, which has been the project's central axis.

The Comitato Internazionale per il Svilupo dei Popoli (CISP) -International Committee for the Development of People- has advised and accompanied the project's implementation.

Thanks to the EUROsociAL Programme, the Spanish experiences with the single qualifications catalogue model and the existence of a 'National Institute of Qualifications' were a reference during the project's development.

Thanks to the EUROsociAL Programme, the German experiences in dual education and vocational training for young people were a reference during the project's development.

Thanks to the EUROsociAL Programme, the British experience of the skill councils (groups of sectoral advisors in technical and vocational education and training) was a reference during the project's development.


The DIALOGAS project helps to improve the effectiveness of programs to overcome poverty and improve education in the Region, by incorporating socio-emotional and transversal skills. We believe that these skills improve the entry and permanence in the work of the most vulnerable. DIALOGAS contributes to compliance of SDG 4 and 10 as it not only promotes growth but also improves the state of well-being of all.

Under the MESACTS initiative, discussions have been held on the opportunity to reflect on and to analyse the consequences of the COVID 19 pandemic on the socio-emotional dimension of communities, families and children (boys, girls, teenagers and young people) and to explore to what extent the Roundtable itself could be contributing.

The Dialogas project carried out the Workshop "Intersectoral articulation of plans and programs for the strengthening of the CTSE", with the objective of exchanging experiences and studying examples of the implementation of transversal and socio-emotional competences (CTSE). On this occasion, officials from the governments of Argentina, Chile, Colombia, Ecuador, Panama, Paraguay and Uruguay participated and the support of the Italian agency CISP. This initiative was carried out between the 22nd and 24th of May of this year in the city of Buenos Aires, Argentina.

This international workshop brought together representatives from 9 countries to deepen the development of Transversal and Socio-Emotional Competences, agree on methodologies and establish a common work agenda in Latin America.

For the 2018 program, the execution of 5 workshops is contemplated. The themes of which were defined according to the needs of the beneficiary institutions and attendees of the Seminars organized by the Dialogas Project, held in Bogotá, Colombia and Santiago de Chile. For each workshop, it considers the participation of 9 people, of which 6 will be financed by the Dialogas Project, while three other institutions will be financed by CAF.

The International Seminar "Connecting technical and methodological advances with the design of public policies for the development of Transversal and Socio-emotional Competencies throughout the life cycle: A need and a challenge" was held in Santiago from 18 to 20 October.

On 25th and 26th April 2017, the international seminar “The development of transversal and socio-emotional skills throughout the lifecycle: from experimental dimension to incorporation into public policies” was held in Bogotá, Colombia. Representatives from international institutions and organisations from Argentina, Chile, Colombia, Costa Rica, El Salvador, Paraguay, Uruguay and Italy took part.
