ADELANTE Programme: Triangular Cooperation
ADELANTE Programme: Triangular Cooperation

We strengthen institutions respecting their way of doing and their values. When we look for evidence-based policy decisions, we need to generate behavioral changes and this is facilitated if we work with a group of homologous institutions. Meetings, product review and recommendations for improvement affect institutional development. We are accelerating (SDG16) by accompanying our partner institutions, while contributing to a more egalitarian and sustainable society (SDG5, SDG10, SDG13) through of alliances (SDG17) for the benefit of citizenship.

MAIN CONTRIBUTION, FROM THE PROJECT'S THEMATIC PERSPECTIVE

Goal 16.6

Develop effective, accountable and transparent institutions at all levels

Justification:

The EVALÚA project contributes to Target 16.6 by promoting the evaluation of public policies aimed at strengthening effective, accountable and transparent institutions at all levels. The evaluations we support in EVALÚA contribute to the transparency and accountability of partner institutions. With the use of the evaluation we promote, institutional accountability is reinforced in the delivery of results to implementing institutions and citizens. Emphasis is placed on the use of findings for effective resources reorientation.

Justification:

NOT SPECIFIED

Goal 16.7

Ensure responsive, inclusive, participatory and representative decision-making at all levels

Justification:

The EVALÚA project contributes to Target 16.7 by promoting evaluation techniques and methodologies that include participatory, inclusive and representative processes, especially in the collection of information.

Indicator 16.7.1

Proportions of positions (by sex, age, persons with disabilities and population groups) in public institutions (national and local legislatures, public service, and judiciary) compared to national distributions

Justification:

The aim is to have an impact on all the evaluations that EVALÚA carries out with inclusive canons and that seek to highlight the specific particularities of people from the first information gathering.

Goal 16.A

Strengthen relevant national institutions, including through international cooperation, for building capacity at all levels, in particular in developing countries, to prevent violence and combat terrorism and crime

Justification:

The EVALÚA project contributes to Target 16.A by promoting the evaluation of public policies aimed at strengthening national institutions for the prevention of violence and the fight against terrorism and crime.1. Support is being given to the Paraguayan Ministry of Finance with an evaluation of all State interventions for victims of human trafficking. The objective is to advise implementing institutions towards effective attention with an emphasis on combating criminal networks. 2. We are supporting the Colombian Planning Department (DNP) with an advisor who, through behavioural experiments, will accompany the evaluation of the rehabilitation of the prison population and this will allow Colombia in taking preventive decisions.

Justification:

NOT SPECIFIED

Goal 16.B

Promote and enforce non-discriminatory laws and policies for sustainable development

Justification:

The EVALÚA project contributes to Target 16.B through inclusive assessment processes that will guide the formulation of non-discriminatory public policies in favour of sustainable development. We are introducing two perspectives as a condition for every evaluation we carry out: the gender approach on the one hand and sustainability and the inclusion of people with disabilities on the other hand.

Justification:

NOT SPECIFIED

CONTRIBUTION FROM CROSSCUTTING TOPICS

Goal 5.A

Undertake reforms to give women equal rights to economic resources, as well as access to ownership and control over land and other forms of property, financial services, inheritance and natural resources, in accordance with national laws

Justification:

The EVALÚA project contributes to Target 5.A by promoting the evaluation of public policies aimed at equal rights. In Costa Rica, approval has been recently given to the funding and socialization process to work among peers on the evaluation of the Gender Equality and Equity Plan. The findings provide direction on the improvement of the country programmes in order to close the gaps caused by gender inequality and they were delivered to the implementing institutions with the aim of being included in their work plans, so as to improve the living conditions of women.

Indicator 5.A.2

Number of countries with laws and regulations that guarantee full and equal access to women and men aged 15 years and older to sexual and reproductive health care, information and education

Justification:

The findings report of the evaluation of Equality Policy (PIEG) of Costa Rica, funded by EVALÚA, includes specific recommendations to guarantee access to sexual and reproductive health services, as well as to receive information and education on the subject. With the recommendation to raise the PIEG to law, coming from the same evaluation, EVALUA would have a direct impact on this indicator.

Goal 5.C

Adopt and strengthen sound policies and enforceable legislation for the promotion of gender equality and the empowerment of all women and girls at all levels

Justification:

The EVALÚA project contributes to Target 5.B by encouraging the evaluation of public policies aimed at promoting gender equality and the empowerment of all women and girls at all levels. Tangible results such as the evaluation and reformulation of a new Gender Equality Policy (PIEG in Spanish) in Costa Rica triggered the reorientation and approval of a new law to promote equality in that country. All this, taking into account the female beneficiaries' testimonies gathered in the findings of the evaluation. The findings have served to promote the elaboration of the new 2017-2030 Equality Plan and to adopt measures to guarantee the comprehensive coverage of the female beneficiaries.

Indicator 5.C.1

Proportion of countries with systems to track and make public allocations for gender equality and women’s empowerment

Justification:

As recommended in the evaluation supported by the EVALUA project, to raise the Gender Equality Policy (PIEG) to legal status, Costa Rica is expected to allocate more funds to this task.

Goal 10.2

By 2030, empower and promote the social, economic and political inclusion of all, irrespective of age, sex, disability, race, ethnicity, origin, religion or economic or other status

Justification:

The EVALÚA project contributes to Target 10.2 by promoting the evaluation of public policies aimed at the social, economic and political inclusion of all people. In the case of Ecuador, we will support the evaluation of the reconstruction plan after the 2016 earthquake, and we will take the opportunity to cooperate with the European "Bridging the Gap" project, which will provide us with a disability specialist to accompany the evaluation from a disability perspective. This represents a change and a step forward; suddenly, people with disabilities are in the focus of reconstruction policies and risk prevention policies.

Justification:

INDICATOR NOT RELEVANT FOR THE PROJECT

Goal 10.3

Ensure equal opportunity and reduce inequalities of outcome, including by eliminating discriminatory laws, policies and practices and promoting appropriate legislation, policies and action in this regard

Justification:

The EVALÚA project contributes to Target 10.3 by promoting the evaluation of public policies aimed at guaranteeing equal opportunities and reducing inequality in outcomes. In Ecuador, the evaluation's objective is to confirm whether the reconstruction of buildings is being carried out in a manner that is accessible to all, in addition to gathering information in two of the country's departments that were most affected by the earthquake. It is a way of providing information based on data that does not exist currently on the number of disabled persons in these departments, on their specific needs, on whether they are females or males, on their age, etc.

Indicator 10.3.1

Proportion of the population reporting having personally felt discriminated against or harassed within the previous 12 months on the basis of a ground of discrimination prohibited under international human rights law

Justification:

EVALÚA is having this impact via the improvement of public policies through inclusive evaluation processes. To date, the project has introduced specific inclusion standards for people with disabilities (evaluation of the Post-Earthquake Reconstruction Plan in Ecuador), making gender components (not binary) transversal in all our evaluations.

Goal 13.2

Integrate climate change measures into national policies, strategies and planning

Justification:

The EVALÚA project contributes to Target 13.2 by promoting the evaluation of public policies aimed at fighting climate change and its effects. It has collaborated with the European programme EUROCLIMA to establish a regional dialogue on the monitoring and evaluation of climate policies, their relationship with SDGs and the role of civil society in the matter. In addition, the exchange of experiences between representatives of Latin American countries, European institutions and the United Nations on the subject is being promoted.

Justification:

NOT SPECIFIED

Goal 13.B

Promote mechanisms for raising capacity for effective climate change-related planning and management in least developed countries and small island developing States, including focusing on women, youth and local and marginalized communities

Justification:

The EVALÚA project contributes to Target 13.B by promoting the assessment of public policies aimed at effective planning and management in the field of climate change in least developed countries. In our effort towards inter-institutional coordination and the creation of communication channels, we would like to emphasize the relevance of public policies in addressing the effects of climate change on vulnerable populations and, in particular, the impact on the current inequality gap in the Latin American region.

Justification:

Since the regional workshop with EUROCLIMA took place in Mexico City, April 2018, the project has provided support for the evaluation, monitoring, and follow-up processes with inclusive indicators. Paraguay, for example, raised its institute of climate policies to ministerial rank after the event, and following a presidential decree, this area has gained more importance at the country level.
