EVALÚA - Evaluating Government Policies in Latin America and the Caribbean

ADELANTE Programme: Triangular Cooperation European Union Latin America and the Caribbean

On September 26, the EVALÚA European Triangular Cooperation Project, managed by the International and Ibero-American Foundation for Administration and Public Policies (FIIAPP), was presented at the Casa de América headquarters.

The table was formed by Teodora Recalde, Director General of Budgets of the Ministry of Finance of Paraguay, Janet Lopez, Director of Management and Evaluation in the Office of Planning and Budgets of Uruguay, Juan Manuel Santomé, Director of the EUROsociAL + Program and Miguel Ángel Lombardo, Administrator of the EVALUATE Project. The Ministry of Finance (Paraguay) and the Planning Office (Uruguay) are institutions associated with the EVALÚA project, and have been collaborating in the framework of the Group since 2014. In her speech, Janet López explained how the evaluation in her country is directly linked to the SDGs and the interest they have in extending the function of evaluation to the entire public sector, thus generalizing the evaluation culture.

On the other hand, Teodora Recalde stressed that evaluating is the way they have from the Paraguayan Ministry of Finance to guarantee the quality of the goods and services that are delivered to the citizens. Juan Manuel Santomé, director of EUROsociAL + emphasized the need to ensure the continuity of the EVALUA project and maximize its potential given the relevance it is demonstrating with the interaction it has managed to generate among the countries involved. Deepening their joint work actions and the political commitment that exists in EVALÚA, it is possible to continue obtaining results with a direct impact on the policies of the partner countries of the project. The New European Consensus on Development particularly highlights the dynamics of South-South cooperation and the EVALUA Project since triangular cooperation contributes to this mandate and strengthens the development in transition.
