ADELANTE Programme: Triangular Cooperation European Union Latin America and the Caribbean

From 14th - 16th June 2017, the first meeting of the Working Group of the Regional Project was held in Montevideo, Uruguay: “RED CALLE - Latin American network of countries for developing policies to support the homeless”.

The objectives of this meeting were: a) To start the formal implementation of the Project; b) Advance in the construction and strengthening of regional policies - RED STREET. Exchange on the Status of the policy for people on the street in each country. Strategic Vision and Expectations towards the regional NETWORK. Synergy with other global initiatives; c) Carry out a first Mapping of the Supply and Demand of each country as inputs for the Technical Assistance by the experts to the countries and the inter - country technical exchanges; d) Make a first approach to the Uruguayan experience. Field visits.

The public agencies of the 6 countries that make up the regional project participated in it: Ministry of Social Development - as Project Coordinator; Presidential Social Council of Costa Rica - as Co - Applicant; Ministry of Social Development of Chile - as Co - Applicant; Ministry of Social Development of Brazil - Associated Entity; Ministry of Public Health and Social Welfare of Colombia - Associated Entity; Ministry of Public Health and Social Welfare of Paraguay - Associated Entity; Instituto Italo - Latino Americano (IILA) - as Co - Applicant to support MIDES in the implementation of the project; Uruguayan Agency for International Cooperation for Development (AUCI)

At the end of this first work meeting, the institutional representatives expressed the satisfaction of having fulfilled the planned objectives, being able to make a first presentation of each of the programs for people in street situations in each of the countries, their strengths, weaknesses and common regional challenges. Likewise, it was possible to build a first baseline of supply and demand of South - South cooperation in the subject matter among the different countries in terms of: Model of care and services, instruments, professional training and link with civil society for the implementation of the politics. Among the work agreements, it is also important to advance in the formalization and institutionalization of the CALLE Network and to carry out actions towards the Sustainability of the Regional Network.
