ADELANTE Programme: Triangular Cooperation European Union and Latin America & the Caribbean

Mexico City hosts the first Workshop on Monitoring and Evaluation of Climate Change Adaptation and Mitigation Policies, a regional meeting where experts on public policy and climate change assessment work together to improve climate policies in Latin America.

More than 70 participants from 17 Latin American countries meet at the event organized by the project Evaluation of Public Policies in Latin America and the Caribbean of the ADELANTE Program and by the Climate Governance component of the Euroclima + program, a program of support in the region against climate change , both financed by the European Union. This joint activity allowed a dialogue on the relevance of public policies in addressing the effects that climate change has on vulnerable populations and, in particular, its impact on the inequality gap existing in the Latin American region.

The regional meeting was divided into three sessions with different sessions on how to articulate the monitoring and evaluation of climate policies, their relationship with the SDGs or the role of civil society in the matter. In addition, the exchange of experiences among the representatives of Latin American countries, European institutions and the United Nations was promoted.

The monitoring and evaluation practices of climate change policies are relatively new. However, there are already useful proposals to link both areas for future actions. The workshop favored the exchange of experiences, good practices, inter-institutional coordination and the creation of communication channels.

The inauguration was attended by Marie Augouy, Head of the Cooperation Section of the European Union in Mexico, who highlighted the importance of joint work between the different cooperation programs of the EU, Catherine Ghyoot, responsible for the EUROCLIMA + Program, environment and climate change in the Regional Programs Unit of Latin America and the Caribbean of the European Commission, the director of the FIIAPP, Pedro Flores, of Cristina Ruiz of the Mexican Agency for International Cooperation for Development (AMEXCID), the Ministry of the Environment and Natural Resources (SEMARNAT), the National Institute of Ecology and Climate Change (INECC) and the National Council for the Evaluation of Social Development Policy (CONEVAL).
