The "Proyecto de Mecanismos Alternos de Solución de Conflictos - MASC'' -Project for Alternative Dispute Resolution Mechanisms- led by the Judicial Power and the Vice-Ministry of Peace of Costa Rica and implemented between 2013 and 2014 thanks to the technical cooperation of the EUROsociAL I Programme, initiated a series of processes in this area which laid the foundation for the current project and which have been resumed and promoted during its implementation, highlighting the training of trainers and communication campaigns.

The Eurosocial II Programme, through a technical cooperation action in 2015, contributed to the building of the "Public Policy on Restorative Juvenile Justice in Costa Rica", led by the Judicial Power and the Vice-Ministry of Peace of Costa Rica. The Programme also drove activities in the area of promotion and capacity building that have been taken up and reinforced by the current project.

The Italian experience on restorative justice in criminal proceedings for minors (with special emphasis on serious crimes) was a reference during the project's development.

The project has carried out a study visit to Turin and Palermo with the aim of learning more about the Italian experience of restorative justice in criminal proceedings for minors involved in criminal organizations. This mission allowed to design concrete actions aimed at this vulnerable population. The RE.TE Association has supported the design and planning of the visit.

Success Stories
Thanks to the project, a participatory model was developed based on the meeting and integration of the target population, which allowed the adaptation of Restorative Justice to the different contexts.
With the financing of the European Union as one of the activities of the Regional Project Strengthening Restorative Justice, on October 1st and 2nd the Delegation of Costa Rica and Colombia, began an exchange of experiences on this subject in the State of Mexico.
The meeting was held in Toluca, State of Mexico, and its main objective was to learn about Restorative Justice practices developed in the three countries in order to sensitize and train judicial personnel and the community of the three countries.
Last Friday, November 10, the conference for the exchange of experiences on Restorative Justice ended in the city of Medellín, Colombia, with the participation of the Delegations of Costa Rica, Mexico and Colombia.
With European Union funding as one of the activities of the Regional Project Strengthening Restorative Justice, from 6th to 10th November, the Costa Rican Delegation of the Costa Rican Program on Restorative Justice began an exchange of experiences on this subject in Colombia.
Training visits and observation of good institutional practices on Restorative Justice are part of the initiatives developed during the Third Quarter of Execution of the Regional Project to Strengthen Restorative Justice. This program is directed by the Judicial Branch of Costa Rica, led by Judge Doris Arias Madrigal, President of the Criminal Cassation Chamber and financed by the European Union.
Recognized as a referential model for many countries in the region, the Costa Rican Criminal Restorative Justice System's and Juvenile Criminal Justice Program is presented this week before the Judicial Branch of the State of Mexico and specialists from Colombia.
The program is represented by Jovanna Calderón Altamirano of the Costa Rican Program, who is in charge of presenting before the Judicial Branch of the State of Mexico and the delegation of Colombia, the most relevant aspects about the experience of the project in our country.
As part of the training session on the Regional Program to Strengthen Restorative Justice, judicial delegations from Mexico, Colombia and Costa Rica visited the Legislative Assembly on the afternoon of Wednesday, September 6.
The main objective of the visit was to learn about the progress of the Restorative Justice Bill being processed under file No. 19,935.
During the second training day, delegations from the Judicial Authorities of Mexico and Colombia visited the Costa Rican Judicial School in the Ciudad Judicial in San Joaquín de Heredia.
The Zurquí Youth Training Center was the scene of the closing ceremony of the training and observation visit on Restorative Justice in Costa Rica, which took place from September 4 to 8, with the participation of judicial authorities from Mexico and Colombia.
Costa Rica, Mexico and Colombia refine work to execute the Regional Programme for Promoting Restorative Justice. The work includes the organisation and planning of observatory visits, so that countries involved present the best practices in this area. During the months of September, October and November, observatory visits will be undertaken. The first visit will be to Costa Rica.
Costa Rica, Mexico and Colombia will strengthen the application of Restorative Justice in criminal and juvenile justice with greater emphasis on attention to vulnerable populations, approaching their territories, communities, respecting their worldview and their individuality.
