CONTRIBUTION TO THE SUSTAINABLE DEVELOPMENT GOALS
  • The EUROsociAL Programme is at the origin of the project. An action on transversal and socio-emotional skills within the EUROsociAL II (2015) framework  later resulted in the signing of a Framework Document (2016) which enabled the creation of an articulating entity in the matter: the "Mesa Regional de Cooperación Técnica sobre Competencias Transversales y Socioemocionales (MESACTS)" -i.e. Regional Table for Technical Cooperation on Transversal and Socio-Emotional Competences-, which has been the project's central axis.


  • The Comitato Internazionale per il Svilupo dei Popoli (CISP) -International Committee for the Development of People- has advised and accompanied the project's implementation.


  • Thanks to the EUROsociAL Programme, the Spanish experiences with the single qualifications catalogue model and the existence of a 'National Institute of Qualifications' were a reference during the project's development.


  • Thanks to the EUROsociAL Programme, the German experiences in dual education and vocational training for young people were a reference during the project's development.


  • Thanks to the EUROsociAL Programme, the British experience of the skill councils (groups of sectoral advisors in technical and vocational education and training) was a reference during the project's development.

The DIALOGAS project helps to improve the effectiveness of programs to overcome poverty and improve education in the Region, by incorporating socio-emotional and transversal skills. We believe that these skills improve the entry and permanence in the work of the most vulnerable. DIALOGAS contributes to compliance of SDG 4 and 10 as it not only promotes growth but also improves the state of well-being of all.

MAIN CONTRIBUTION, FROM THE PROJECT'S THEMATIC PERSPECTIVE

Goal 1.3

Implement nationally appropriate social protection systems and measures for all, including floors, and by 2030 achieve substantial coverage of the poor and the vulnerable

Justification:

The DIALOGAS project contributes to Target 1.3 by introducing transversal and socio-emotional skills into the social programmes of the project partner countries with the aim of improving access to education and work for the most vulnerable population.

Indicator 1.3.1

Proportion of population covered by social protection floors/systems, by sex, distinguishing children, unemployed persons, older persons, persons with disabilities, pregnant women, newborns, work-injury victims and the poor and the vulnerable

Justification:

The introduction of transversal and socio-emotional skills in social programmes will increase the scope, and thus the coverage, of social protection systems.

Goal 4.4

By 2030, substantially increase the number of youth and adults who have relevant skills, including technical and vocational skills, for employment, decent jobs and entrepreneurship

Justification:

The DIALOGAS project contributes to Target 4.4 through the incorporation of transversal and socio-emotional skills, mainly focused on young people, with the understanding that these promote the effectiveness of public policy programs focused on vulnerable population in terms of education and work, the latter being relevant since it would allow not only access to decent work and entrepreneurship but also their sustainability.

Goal 10.3

Ensure equal opportunity and reduce inequalities of outcome, including by eliminating discriminatory laws, policies and practices and promoting appropriate legislation, policies and action in this regard

Justification:

The DIALOGAS project contributes to Target 10.3 through the promotion of public policies that are committed to the incorporation of transversal and socio-emotional skills into educational and technical vocational training curricula. The lack of these skills in the most vulnerable population makes it difficult for them to enter and/or remain in the education and labour system, which is why their promotion allows to increase equal opportunities for this population.

Goal 10.7

Facilitate orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed migration policies

Justification:

The DIALOGAS project contributes to Target 10.7 by making available a catalogue of regional competencies that allows for the rapid and adequate identification of those migrants who can perform jobs according to the needs of the countries to which they migrate, in order to unify the requirements so that the migrant technical population can directly enter the labour system.

The Dialogas project carried out the Workshop "Intersectoral articulation of plans and programs for the strengthening of the CTSE", with the objective of exchanging experiences and studying examples of the implementation of transversal and socio-emotional competences (CTSE). On this occasion, officials from the governments of Argentina, Chile, Colombia, Ecuador, Panama, Paraguay and Uruguay participated and the support of the Italian agency CISP. This initiative was carried out between the 22nd and 24th of May of this year in the city of Buenos Aires, Argentina.
