This project aims to improve the governance and implementation of quality public policies that reduce the gaps between inequalities existing in the region. For this reason, institutional capacities will be strengthened both in local governments and their respective administrations, as well as the civil society regarding the importance of agreeing on a model of transparency, accountability and citizen monitoring in the definition and provision of these public services.

Several interventions by the European Union in Uruguay were a reference for the formulation of the project. Of particular note are the "Desarrollo social de las zonas rurales más pobres del Norte de Uruguay (PRODENOR)" -Social development of the poorest rural areas in Northern Uruguay-programme and the projects called "A los ojos de todos: contraloría ciudadana y monitoreo social" -In the eyes of all: citizen control and social monitoring (multi-country project), "Cohesión social y territorial del Eje Rua 7" - Social and territorial cohesion of the Rua 7 Axis and "Cerro Largo Incluye".

The European policies of governance, decentralization and citizen participation were a reference during the project's development.

The experience of the Spanish Federation of Municipalities and Provinces (FEMP), especially with regard to inter-institutional coordination, transparency, citizen participation, good governance and the location of the 2030 Agenda, was a reference during the project's development.

The project has participated in several courses on Open Government organized by the Spanish Agency of International Cooperation for Development (AECID) in collaboration with the National Institute of Public Administration (INAP) and the Ministry of Territorial Policy and Public Function.

The city counsellor Josep Villarreal, from the Barcelona City Council, has been a speaker at the "Seminario Internacional Mirada Ciudadana" workshop, organized by the project.

A representative of the project has participated in the "Diplomado de Cooperación Sur-Sur" of the Instituto Universitario de Desarrollo y Cooperación (IUDC) -University Institute for Cooperation and Development- of the Universidad Complutense de Madrid (UCM).

Consultant Javier Cortés has carried out an international consultancy for the project in relation to the Agenda 2030 localisation and municipal communication, with a special focus on public-private collaboration within and from the territories.

This workshop was a brief meeting to listen to the opinions of the public employees. The question was: did anything change since the first workshop? Were there any positive developments?
On Monday, September 18, Plácido Rosas was invited to perform activities to strengthen the Municipality of this locality.
In this opportunity a workshop was held at 16:00h with the Management Team and Municipal staff, to evaluate progress based on the first workshop where they detected some issues to improve management, in the three pillars: planning, communication, coordination and implementation of activities.
On the 31st August, the management team of the project Mirada Ciudadana held a meeting with the general secretary of the Aceguá Municipality and with the Mayor Gerhard Matens. Aceguá is one of the co-applicants of Brazil, together with the municipality of Candiota. In this opportunity, a diagnosis of the needs and interests of the municipality is carried out and the lines of work are defined to implement the actions of the project.
In this case, participants presented themselves, giving their name and role. This was useful because 4 new officials were incorporated. From this, an exercise was proposed to them. This consisted of group work (distributed by the moderator) so that the participants submitted on cards the main issues that worried them, as well as things that they believe can be improved regarding their job.
The project Mirada Ciudadana put on a workshop with the administrative officials in the municipality of Arévalo (at the request of the mayor), in order to improve the management of the administrative area and promote that all officials are aware of all of the roles and are able to act as support in case of an overload or license ... This work was done by means of a workshop with the participation of 3 officials, the mayor and a councillor.
This workshop took place as an introduction to the project Mirada Ciudadana, taking advantage of an INEFOP activity, meaning it was brief. However, the people were encouraged to participate actively, and they were able to express their ideas through a short exercise that was distributed to the participants in 3 groups. They expressed their ideas using cards.
On the 16th August, the project Mirada Ciudadana put on its 1st Workshop with officials from Plácido Rosas.
The objective is to generate trust among participants, the moderator and the neighbors, establishing ground rules that they understand, that are respected, and that will not have consequences on their working relationship.
The International Seminar of the project Mirada Ciudadana: Good governance in MERCOSUR municipalities took place and was a great success. 12th - 16th July 2017
The tour was carried out within the framework of the project Mirada Ciudadana: good governance in Mercosur municipalities, which is executed by the Council of Cerro Largo and funded by the European Union. The Integration and Exchange Days with the Municipalities Bordering with Brazil were very successful. The tour included visits to municipalities of Yaguarón, Piedras Altas, Candiota, Bagé and Aceguá, on 29th, 30th and 31st March, with the support of the Coordination of Municipalities of Cerro Largo.
