This project aims to improve the governance and implementation of quality public policies that reduce the gaps between inequalities existing in the region. For this reason, institutional capacities will be strengthened both in local governments and their respective administrations, as well as the civil society regarding the importance of agreeing on a model of transparency, accountability and citizen monitoring in the definition and provision of these public services.

Several interventions by the European Union in Uruguay were a reference for the formulation of the project. Of particular note are the "Desarrollo social de las zonas rurales más pobres del Norte de Uruguay (PRODENOR)" -Social development of the poorest rural areas in Northern Uruguay-programme and the projects called "A los ojos de todos: contraloría ciudadana y monitoreo social" -In the eyes of all: citizen control and social monitoring (multi-country project), "Cohesión social y territorial del Eje Rua 7" - Social and territorial cohesion of the Rua 7 Axis and "Cerro Largo Incluye".

The experience of the Spanish Federation of Municipalities and Provinces (FEMP), especially with regard to inter-institutional coordination, transparency, citizen participation, good governance and the location of the 2030 Agenda, was a reference during the project's development.

The project has participated in several courses on Open Government organized by the Spanish Agency of International Cooperation for Development (AECID) in collaboration with the National Institute of Public Administration (INAP) and the Ministry of Territorial Policy and Public Function.

A representative of the project has participated in the "Diplomado de Cooperación Sur-Sur" of the Instituto Universitario de Desarrollo y Cooperación (IUDC) -University Institute for Cooperation and Development- of the Universidad Complutense de Madrid (UCM).

Consultant Javier Cortés has carried out an international consultancy for the project in relation to the Agenda 2030 localisation and municipal communication, with a special focus on public-private collaboration within and from the territories.

For some time now, training has been provided in improving the quality and techniques of products made by women artisans from various municipalities and localities in the department. It has been initiated and encouraged by both the Coordinadora de Municipios and the Mirada Ciudadana Project, whose leaders came up with the proposal and hired the teacher responsible for it.
The Coordinator of the Mirada Ciudadana Project, Mrs Lucy Larrosa, visited, together with an Expert from AGESIC, the Citizen Service Points (CSP) of Tres Islas, Cerro de las Cuentas, Fraile Muerto, Ramón Trigo and the CAC de Tupambaé.
During these visits, the equipment was left in operation and technical assistance was provided in the use of the platform, IC reader and access to the most frequent procedures.
The Coordinator of the Mirada Ciudadana Project, along with some its experts, will participate today, Tuesday 3 September, and tomorrow, Wednesday 4 September, in the workshop of Good Practices called "Building a model of Municipal Transparency Management", provided by the Unit of Access to Public Information of AGESIC.
On the occasion of the Esteio International Fair, in Porto Alegre, the meeting of the Association of Municipalities of the South-eastern Region of "Pampa Gaucho" group of Prefeitos de Rio Grande do Sul was held.
A few days ago, the Mirada Ciudadana Project, which is part of the Adelante Programme, carried out various activities, training sessions and fruitful meetings in several Paraguayan municipalities, in which its coordinator, Mrs Lucy Larrosa, participated, together with part of the technical team of the project.
The Mirada Ciudadana team and an official from the Treasury Department of the Government of Cerro Largo participated in a Day of exchange between officials from the Municipality of Pando and the National Agency for e-Government and Information Society (Agencia del Gobierno Electrónico y Sociedad de la Información y el Conocimiento - AGESIC).
The main topic of the event was the transmission of experiences regarding the implementation of the Citizen Service Points (CSPs) in the Municipality of Pando.
From the Mirada Ciudadana Project of the ADELANTE programme, we continue to provide technical assistance and training to the Municipality of Presidente Franco, developing various activities that strengthen its institutionality and civil society. Many meetings and activities were held for 4 days in the second week of July.
The Mirada Ciudadana Project worked on several meetings and activities in Presidente Franco. In this case, in the wake of the previous work, technical assistance was provided to several NGOs in project formulation and in the identification of funding sources. Likewise, this support was provided to the Association of Tourism Companies of Presidente Franco.
Activities were launched with a very productive work meeting with the Prefeito Adriano Castro and several Directors. The meeting allowed to take stock of the achievements and to establish the guidelines for future work. The Prefeito highlighted the work done in Strategic Planning and the effects it was already producing on the municipality's running. On the other hand, he also pointed out the importance of continuing with the training in internal communication, citizen attention and the work being developed with Peñalolen in support of the entrepreneurs.
From September 26 to 28, the Mirada Ciudadana project held the 5th Political Dialogue Encounter: Decentralization and Local Governments. It was held in the Session Room of the Government of Alto Paraná, in Ciudad del Este, Paraguay. It brought together Governors, Intendants, Mayors and Prefeitos from Uruguay, Brazil and Paraguay to reflect on the levels of Decentralization, the role of local governments and the importance of having more resources to carry out public policies that directly impact on the welfare of people who live in the territory.
