This project aims to improve the governance and implementation of quality public policies that reduce the gaps between inequalities existing in the region. For this reason, institutional capacities will be strengthened both in local governments and their respective administrations, as well as the civil society regarding the importance of agreeing on a model of transparency, accountability and citizen monitoring in the definition and provision of these public services.

CONTRIBUTION TO THE SUSTAINABLE DEVELOPMENT GOALS
  • Several interventions by the European Union in Uruguay were a reference for the formulation of the project. Of particular note are the "Desarrollo social de las zonas rurales más pobres del Norte de Uruguay (PRODENOR)" -Social development of the poorest rural areas in Northern Uruguay-programme and the projects called  "A los ojos de todos: contraloría ciudadana y monitoreo social" -In the eyes of all: citizen control and social monitoring (multi-country project), "Cohesión social y territorial del Eje Rua 7" - Social and territorial cohesion of the Rua 7 Axis and "Cerro Largo Incluye".


  • The European policies of governance, decentralization and citizen participation were a reference during the project's development.


  • The experience of the Spanish Federation of Municipalities and Provinces (FEMP), especially with regard to inter-institutional coordination, transparency, citizen participation, good governance and the location of the 2030 Agenda, was a reference during the project's development.


  • The project has participated in several courses on Open Government organized by the Spanish Agency of International Cooperation for Development (AECID) in collaboration with the National Institute of Public Administration (INAP) and the Ministry of Territorial Policy and Public Function.


  • The city counsellor Josep Villarreal, from the Barcelona City Council, has been a speaker at the "Seminario Internacional Mirada Ciudadana" workshop, organized by the project.


  • A representative of the project has participated in the "Diplomado de Cooperación Sur-Sur" of the Instituto Universitario de Desarrollo y Cooperación (IUDC) -University Institute for Cooperation and Development- of the Universidad Complutense de Madrid (UCM).


  • Consultant Javier Cortés has carried out an international consultancy for the project in relation to the Agenda 2030 localisation and municipal communication, with a special focus on public-private collaboration within and from the territories.

MAIN CONTRIBUTION, FROM THE PROJECT'S THEMATIC PERSPECTIVE

Goal 11.3

By 2030, enhance inclusive and sustainable urbanization and capacity for participatory, integrated and sustainable human settlement planning and management in all countries

Justification:

The MIRADA CIUDADANA project contributes to Target 11.3 through training and technical assistance to all participating municipalities in inclusive and sustainable urbanization and participatory, integrated and sustainable planning and management.

Goal 16.6

Develop effective, accountable and transparent institutions at all levels

Justification:

The MIRADA CIUDADANA project contributes to Target 16.6 by improving governance for the implementation of quality public policies in the 17 participating Mercosur municipalities, promoting in particular transparency through the active participation of citizens under the pillars of Open Government.

Indicator 16.6.1

Primary government expenditures as a proportion of original approved budget, by sector (or by budget codes or similar)

Justification:

It is possible to measure the impact of this indicator in the municipalities of Cerro Largo (9), since there is a system that allows for an annual evaluation of the comparison between what has been planned and what has been executed. The objective is to have, by the end of 2019, this information in the municipalities of Chile, Argentina, Brazil and Paraguay to assess the feasibility of monitoring all partners.

Goal 16.7

Ensure responsive, inclusive, participatory and representative decision-making at all levels

Justification:

The MIRADA CIUDADANA project contributes to Target 16.7 through the promotion of inclusive and participatory measures in the 17 municipalities in which it is being implemented, with citizen participation and decentralization being the pillars of the project.

Goal 16.10

Ensure public access to information and protect fundamental freedoms, in accordance with national legislation and international agreements

Justification:

The MIRADA CIUDANA project contributes to Target 16.10 by promoting policies of access to public information, accountability, transparency and citizen participation, and thus training public officials and senior officials as well as civil society to know their rights and access services and information of interest.

Number of countries that adopt and implement constitutional, statutory and/or policy guarantees for public access to information

Justification:

As Municipalities rely on the laws of each country on the subject, Mirada Ciudadana aims at encouraging compliance with this legislation.

CONTRIBUTION FROM A PARTICULAR PROJECT COMPONENT, COMPLEMENTARY TO THE MAIN TOPIC

Goal 8.9

By 2030, devise and implement policies to promote sustainable tourism that creates jobs and promotes local culture and products

Justification:

The MIRADA CIUDADANA project contributes to Target 8.9 through the promotion in all municipalities of Plans for the Promotion of Natural, Heritage or Shopping Tourism, as well as the training of and awareness raising among groups of women entrepreneurs, especially female artisans.

Goal 10.2

By 2030, empower and promote the social, economic and political inclusion of all, irrespective of age, sex, disability, race, ethnicity, origin, religion or economic or other status

Justification:

The MIRADA CIUDADANA project contributes to Target 10.2 through the strengthening of the governance and management capacities of all municipalities aimed at promoting social, economic and political inclusion of people, reducing inequality gaps and correcting inequalities.

Indicator 10.2.1

Proportion of people living below 50 per cent of median income, by age, sex and persons with disabilities

Justification:

The project contributes to this indicator, making it possible to measure the number of people living below 50% of the average income. This information is available in the municipalities of Cerro Largo, Chile, Brazil and Argentina.

CONTRIBUTION FROM CROSSCUTTING TOPICS

Goal 4.4

By 2030, substantially increase the number of youth and adults who have relevant skills, including technical and vocational skills, for employment, decent jobs and entrepreneurship

Justification:

The MIRADA CIUDADANA project contributes to Target 4.4 through training, coordination and organising the institutions with competencies to improve the work capacities of people living in the municipalities involved. Our objective is to strengthen the municipalities' capacities, by training referents in each of them to lead and make employment policies sustainable in each territory, with an emphasis on women, young people and the most vulnerable population.

Goal 5.1

End all forms of discrimination against all women and girls everywhere

Justification:

The MIRADA CIUDADANA project contributes to Target 5.1 by raising awareness and including a gender perspective in all its actions so that positive actions against discrimination towards women and girls are included in all municipalities. This issue was invisible and practically absent from municipal planning.

Goal 5.5

Ensure women’s full and effective participation and equal opportunities for leadership at all levels of decision-making in political, economic and public life

Justification:

The MIRADA CIUDADANA project contributes to Target 5.5 by training local authorities, civil servants and civil society to support and empower female entrepreneurs and leaders through a methodology that has already been tested by the Women's Secretariat of the Municipality of Cerro Largo. Work is being done on the concept of "life project" with the aim of improving their well-being and care for themselves and their families.

Enhance the use of enabling technology, in particular information and communications technology, to promote the empowerment of women

Justification:

Indicator 5.C.1

Proportion of countries with systems to track and make public allocations for gender equality and women’s empowerment

Justification:

It is planned to quantify the resources allocated to gender policies being implemented in partner municipalities, and it is planned to include this indicator in the monitoring and follow-up system.

President Franco was the seat of a very interesting activity with women, where Sonia Gómez also participated, as a reference of Gender of Cerro Largo. It was an encounter evaluated as highly positive, where they participated in a fair where these women presented the clothing and coat products made from the waste of Paraguayan multinational industries. They are clothing for children and adults as well as blankets, capes, bedspreads, carpets, and more.

From the Mirada Ciudadana project, we continue to make our contribution to the Municipality of Aceguá, Rio Grande do Sul, on the application of the Sustainable Development Goals (SDG) to its different management areas. Along these lines, the 2nd ODS Workshop was held with local governments. The areas of Productive Development, Strategic Planning, Finance and Works of the municipality, together with Prefeito Gerhard Martens, presented their objectives and results.

The Coordinator of the Mirada Ciudadana project, Mtra. Lucy Larrosa was selected to study a Diploma in South-South and Triangular Cooperation at the Complutense University of Madrid. Said instance was held on May 7 and 11 of this year in Madrid.

The Uruguayan Agency for International Cooperation (AUCI) and the Ibero-American General Secretariat (SEGIB), granted five scholarships for Uruguay to carry out this training.

Mayors of Cerro Largo, Santa Clara, Candiotta, Yaguarón and Aceguá Brazil told of the work they have been doing since their management and the ODS with which they carry out their tasks in order to improve their municipality and the quality of life of its inhabitants.

Through the collaboration of a teacher in charge of working on afro issues, the Uruguay Center, historically the social center of the Afro community of Melo, manages an agreement with the Brazilian University Unipampa. In this sense, the Mirada Ciudadana Project technically supports the strengthening of local capacities.

The objective of this agreement is to strengthen the Uruguay Center and contribute to the rescue of its identity. The role of the Mirada Ciudadana project has to do with the strengthening of civil society, in this case the Afro community of the city of Melo.
