This project aims to improve the governance and implementation of quality public policies that reduce the gaps between inequalities existing in the region. For this reason, institutional capacities will be strengthened both in local governments and their respective administrations, as well as the civil society regarding the importance of agreeing on a model of transparency, accountability and citizen monitoring in the definition and provision of these public services.

Several interventions by the European Union in Uruguay were a reference for the formulation of the project. Of particular note are the "Desarrollo social de las zonas rurales más pobres del Norte de Uruguay (PRODENOR)" -Social development of the poorest rural areas in Northern Uruguay-programme and the projects called "A los ojos de todos: contraloría ciudadana y monitoreo social" -In the eyes of all: citizen control and social monitoring (multi-country project), "Cohesión social y territorial del Eje Rua 7" - Social and territorial cohesion of the Rua 7 Axis and "Cerro Largo Incluye".

The European policies of governance, decentralization and citizen participation were a reference during the project's development.

The experience of the Spanish Federation of Municipalities and Provinces (FEMP), especially with regard to inter-institutional coordination, transparency, citizen participation, good governance and the location of the 2030 Agenda, was a reference during the project's development.

The project has participated in several courses on Open Government organized by the Spanish Agency of International Cooperation for Development (AECID) in collaboration with the National Institute of Public Administration (INAP) and the Ministry of Territorial Policy and Public Function.

The city counsellor Josep Villarreal, from the Barcelona City Council, has been a speaker at the "Seminario Internacional Mirada Ciudadana" workshop, organized by the project.

A representative of the project has participated in the "Diplomado de Cooperación Sur-Sur" of the Instituto Universitario de Desarrollo y Cooperación (IUDC) -University Institute for Cooperation and Development- of the Universidad Complutense de Madrid (UCM).

Consultant Javier Cortés has carried out an international consultancy for the project in relation to the Agenda 2030 localisation and municipal communication, with a special focus on public-private collaboration within and from the territories.

Mirada Ciudadana shares its experience in the ACCESA Mexican magazine. Further to the participation of Lucy Larrosa, Project Coordinator, in the launch of the 'Network of the Americas in Open Government and Sustainable Development', which took place from 12 to 14 June 2019 in Mexico, Mirada Ciudadana was invited to join the network. A proposal was made to systematise and publish this fruitful experience in Triangular Cooperation in an issue of the ACCESA magazine dedicated to the Agenda 2030.

Last Friday, a workshop was held early in the morning on "Locating the Sustainable Development Goals in the municipalities' territories", in which members of several Cerro Largo municipalities participated.
At this training, Spanish expert Javier Cortés addressed some of the items of the programme that had been scheduled for the workshops on 12 and 13 March in Paraguay, an activity that was eventually suspended after the measures adopted by Paraguay and Uruguay to prevent the spread of the coronavirus.

Javier Cortés, an expert from the European Union who came to Cerro largo through the ADELANTE programme, worked yesterday together with the Mirada Ciudadana team to transfer the methodology for the localisation of the Agenda 2030.
This means that the municipalities will now include sustainable development in their planning and daily work, as they are the actors closest to the people. It is very easy to measure how they contribute to the fulfilment of these Sustainable Development Goals and of the Agenda 2030.

The Mirada Ciudadana project has held today, together with experts from the European Union's ADELANTE programme, a workshop called "Efficient communication to strengthen municipal management" aimed at representatives of the communication areas of municipalities from the Cerro Largo Government as well as officials from the various partner municipalities of the project.

Within the framework of the Mirada Ciudadana Project, a workshop was held today to introduce the guides developed by the project's technical team, which deal with topics such as communication, citizen participation, the power of citizenry and the incorporation of the gender perspective from a practical point of view.

The Mirada Ciudadana Project's coordinator and experts have been working on the preparation of the activities that will be carried out in February and March of this year.

It was held in the presence of Mayor Dr. Pablo Duarte together with directors and various authorities of institutions in the area, linked to the support of this section of the population. The Mirada Ciudadana Project contributed to the institutional strengthening work, in this case aimed at the Secretariat of the Elderly people and its Head, Mrs. Gloria Lucas. This card can be applied for by any person over 60 and brings benefits such as discounts on various purchases, tourism, accommodation, tickets to shows and so on, throughout the country as well as locally.

On 28 and 29 November 2019, the 2nd Meeting of Women Entrepreneurs of the Mirada Ciudadana Project was held at the Casa de la Cultura of the Municipality of Rio Branco, with the participation of 90 people, including 69 women, as well as authorities from the municipalities of Candiotta and Aceguá Brasil, and from the department of Cerro Largo.

This week, the Mirada Ciudadana Project's Experts and Coordinator will be in Paraguay, where different activities are being carried out within the framework of the Project.
